Project Change Management Plan
It is essential that the scope of the CPOE project is clear and that requests to change the scope are managed through a formal process.
The scope is defined with the development of the Project Charter and Project Initiation Plan.

Benefits of setting the scope and following a Project Change Management Plan:
- Set expectations and help to ensure they are met
- Avoid delays and cost overruns

- The initial project scope is defined in the scope statement of the Project Charter.
- Upon completion and approval of the Project Charter, all requests for scope changes should go through a formal change request process.
- The scope change request process requires submission of a change request form to the Project Steering Committee.
- The impact of the scope change should be assessed by the core project team.
- The impact of the requested change should be evaluated with respect to human resources, cost, schedule, risk and benefit.
- Decisions about relatively minor changes can be made by the project team, but more significant changes should be brought before the Physician Advisory Committee by the project champion and may even need to be brought before the executive governance committee.
- A scope change request can be Approved, Deferred to a later time, or Rejected.
- The disposition of all scope change requests will be documented in the scope change log.
- Scope changes that are accepted must result in formal changes to the project plan, risk management plan, resource assignments, budgets and deadlines.
